Job Responsibilities:

Assists Director of Human Resources with all facets of personnel operations, certificated and classified, including recruitment and maintenance of employee conditions and benefits. Provides support and assistance to all Human Resources staff in areas relating to hiring authority compliance (NYS SED and NYS Civil Service), contractual benefits, data input and management, Human Resources report generation and other related Human Resource activities.

1. Acts as a liaison with the hiring authorities (SED and Civil Service) in all areas of hiring regulations and maintenance of certification and classified status. Communicates areas of concern to Director for further action.

2. Provides direction and support to Human Resource cosered services including substitute call-in and certification to ensure efficient and effective services to districts.

3. Supervises and evaluates Human Resource Services support staff.

4. Assesses staff development needs and provides leadership, and training opportunities, and mentoring for all human resource services staff.

5. Acts as back-up to Director in hiring actions including position offers under the direction of the Director.

6. Provides information to employees in areas related to contractual/agreement conditions of employment. Participates, as needed, with hiring in-processing including processing of required paperwork, fingerprint clearance and contract review.

7. Provides direction and support in areas related to processing of fingerprint clearance, personnel file management and general personnel communications.

8. Provides direction and support in areas relating to Board of Education Personnel agenda, report generation, and other Human Resource documents.

9. Provides direction and support in areas relating to personnel data input, attendance and adjustments to salary and/or benefits in accordance with collective bargaining agreements and employee guidelines.

10. Provides direction and support in areas relating to the administration and management of employee benefits including health, dental and life insurance.

11. Creates and maintains job descriptions for all employees.

12. Assists in providing training opportunities for BOCES employees.

13. Provides assistance and support in areas relating to the processing and management of NYS SED and Civil Service compliance including required paperwork, reports and other appropriate communications.

14. Provides direction and support in areas relating to the processing and management of unemployment and workers’ compensation claims.

15. Participates and assists with employee social and morale activities such as the E1B Special Events committee.

16. Assists in the maintenance and development of employee policies and procedures.

17. Other duties as assigned by the Director, Human Resources.

Job Qualifications

Minimum Civil Service Qualifications:

Must hold permanent status as a Personnel Supervisor; or; must be reachable on current Personnel Supervisor civil service list; or; must meet minimum civil service qualifications for a provisional appointment as follows:

A) Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree and four (4) years of personnel management experience involving responsibility for the supervision of a generalized personnel program in one or more of the following areas: recruitment and placement; employee relations; training; job evaluation; or salary administration.
