The Management Services Division is seeking a Manager of Policy Services to lead, administer and coordinate various services provided to K-12 public school districts across New York State. Primary responsibilities include: planning, staff supervision, general program management and fiscal management.  The Manager’s overarching responsibility is to ensure services meet the needs of school districts through continual reassessment of the quality, utility and effectiveness of the department’s services.

The staff member will work under the direction of the Division Director to provide administrative oversight of the policy services provided to school districts across New York State.  Areas of responsibility include supervision of personnel; planning; general program and fiscal management, as follows:

  1. Proof and edit documents, including policy and administrative manuals being prepared for school districts. (not clerical)
  2. Research and monitor New York State and federal laws, corresponding regulations, and pending legislation as it relates to NYS public schools' operations.
  3. Oversee the development of policy and administrative manuals, including supervision and evaluation of policy services division staff and assignment of projects.
  4. Responsible for assuring compliance of policy and administrative regulations with applicable laws and assisting the professional staff with changes to existing policy and administrative regulation documents as laws are implemented and changes occur.
  5. Develop, oversee and perform various marketing and/or promotional functions for Policy Services (new and existing). This will also include developing, presenting and/or facilitating new training; workshops for Policy Services customers in conjunction with the division Director.

Job Responsibilities:

The Manager of Policy Services is responsible for the administration and coordination of policy services.

Specific Duties: (Illustrative only; not all inclusive)

1. Supervision of Staff

  • 1. Recommends candidates for employment in the policy services program.
  • 2. Schedules and assigns projects to policy personnel.
  • 3. Trains personnel as required.
  • 4. Conducts periodic evaluations of the performance of staff in the policy services program.
  • 5. Supervises all coordinators, specialists, and clerical staff.

2. Planning

  • 1. Works with coordinators for Policy Services in developing annual and long range objectives for policy services.
  • 2. Oversees the development of Board policy and administrative manuals for client school districts.
  • 3. Conducts professional development workshops on policy, regulations and procedures for school personnel including Board members, administrators and teachers.
  • 4. Assists school districts in complying with federal and state mandates.
  • 5. Oversees development maintenance of documents, including sample policy and regulation language.

3. General Program Management

  • 1. Provides leadership in establishing new or improved policy services.
  • 2. Coordinates and evaluates existing policy services recommends additions, changes, and/or deletions.
  • 3. Works with school districts to provide information on services available to them and provides follow up to participation requests.

4. Fiscal Management

  • 1. Analyzes district participation and other revenues as well as expenditures on an ongoing basis to provide rationale for budget recommendations to the Director.
  • 2. Approves travel conference and mileage requests.
  • 3. Coordinates and approves conference attendance and training requests.

5. Other related duties as assigned by the Division Director.

Job Qualifications

Minimum Civil Service Qualifications:
Must hold permanent status as a Manager, Policy Services; or; Must meet minimum qualifications for provisional appointment as follows:

A) Graduation from a regionally accredited or NYS registered 4 year college or university with a Master’s Degree in Business, Public Administration, Management, Education, Law, or closely related field and up to four (4) years of experience performing research or communications activities relating to either governmental planning or K-12 experience; or;

B) Graduation from a regionally accredited NYS registered 4 year college or university with a Bachelor's degree in Business, Public Administration, Education or closely related field and up to five (5) years of experience performing research or communications activities relating to either governmental planning or K-12 experience; or;

C) An equivalent combination of training and experience as defined by the limits of (A) and (B).


Additional Qualifications:

  • Strong knowledge of administrative methods and procedures;
  • Strong knowledge of research methods and procedures;
  • Excellent oral and written communication skills;
  • Excellent organizational skills;
  • Excellent time management skills; 
  • Ability to work successfully in a team environment;
  • Ability to effectively lead and supervise others; 
  • Ability to travel to school districts across New York State;
  • Technology skills, including knowledge of Microsoft Office Suite--Word, Excel, PowerPoint
