Job Responsibilities:
Specialists with the West Regional Partnership Center (WRPC) grant from the New York State Education Department Office of special Education provide training, technical assistance, and support to educational organizations across the four western BOCES regions (Erie 1 BOCES, Erie 2 BOCES, Cattaraugus-Allegany BOCES, Orleans-Niagara BOCES). The specialists work collaboratively with other WRPC team members as well as other components of the Educational Partnership within the Office of Special Education to improve outcomes for students with disabilities. 

  1. Provide professional development in a variety of modes to administrators, teachers, staff, and families in identified school districts, schools, programs, and other educational organizations across Western New York on the following:
  • Evidence-based positive behavioral instructional programs and strategies
  • Evidence-based social-emotional learning and student engagement strategies
  • Delivery of behavioral instruction/services and assessment within the Multi­Tiered System of Support framework
  • Other behavior-focused programs or topics as designated by the NYSED Office of Special Education
  1. Provide technical assistance to identified school districts, schools, programs, and other educational organizations across Western New York to:
    • Conduct assessment of behavior systems at the classroom, building, and district level
    • Assess current district and/or building behavior programs and interventions
    • Select, administer, and score diagnostic behavior assessments and utilize data for screening, benchmarking, and progress monitoring
    • Support staff who conduct functional behavioral assessments and develop or progress monitor comprehensive behavior intervention plans for students
  2. Facilitate regional targeted skills groups with identified school districts across Western New York to address issues related to disproportionate suspension of students with disabilities.
  3. Provide coaching to district, school, or other educational organization staff to build capacity to implement behavior systems and individualized behavior plans utilizing core concepts of Implementation Science.
  4. Work collaboratively with the Systems Change Facilitator and other WRPC staff to identify priorities, develop and implement a regional work plan using:
  • Data from the Individuals with Disabilities Education Act (IDEA) State Performance Plan Indicators
  • Student performance data from the NYSED School Report Card,
  • NYSED Blueprint for lmproved Results for Students with Disabilities
  • lnput from OSE Special Education Quality Assurance
  • lnput from stakeholders
  1. Work collaboratively with Systems Change Facilitator, WRPC staff, Family and Community Engagement Center staff, Special Education Quality Assurance staff, and district teams to develop, implement, and progress monitor support plans with IDEA identified districts.
  2. Work collaboratively with the OSE designated Technical Assistance Provider(TAP) network as well as RPC staff within the region and across the state to develop and provide regional professional development training and resources on identified topics.
  3. Collaborate with the regional Family and Community Engagement Centers to deliver training to families of students with disabilities to support student behavior and social­ emotional development.
  4. Complete and submit all required reports, data, and materials in the prescribed format and within the designated timeline
  5. Perform other duties as shall be assigned
Job Qualifications
  • Must hold a valid certification in any of the following:

    • Special Education Teacher, School Psychologist, and/or School Counseling

  • Master's Degree and at least five years of prior experience in the provision of behavioral support services, PBIS, MTSS-B, and/or instruction of students with disabilities

  • Applicant must have prior experience in providing professional development and/or meeting facilitation
