Job Responsibilities:
Specialists with the West Regional Partnership Center (WRPC) grant from the New York State Education Department Office of Special Education provide training, technical assistance, and support to educational organizations across the four western BOCES regions (Erie 1 BOCES, Erie 2 BOCES, Cattaraugus – Allegany BOCES, Orleans – Niagara BOCES). The specialists work collaboratively with other WRPC team members as well as other components of the Educational Partnership within the Office of Special Education to improve outcomes for students with disabilities.  

  1. Provide professional development in a variety of modes to administrators, teachers, staff, and families in identified school districts, schools, programs, and other educational organizations across Western New York on the following:
    • Evidence-based literacy and instructional programs and strategies
    • Explicit Instruction and Specially Designed Instruction
    • Science of Reading and evidence-based interventions
    • Delivery of instruction within the Multi-Tiered System of Support framework
    • Other literacy or instructional programs or topics as designated by the NYSED Office of Special Education
  2. Provide technical assistance to identified school districts, schools, programs, and other educational organizations across Western New York to:
    • Evaluate literacy programs to measure effectiveness of instructional practices and interventions
    • Support literacy across content areas, including mathematics and special areas
    • Select, administer, score, and utilize data within classroom visits to support implementation of literacy and instructional evidence-based practices
    • Coach administrators, teachers and staff to implement instructional plans
    • Facilitate meetings with stakeholders
  3. Provide coaching to district, school, or other educational organization staff to build capacity to instructional plans utilizing core concepts of Implementation Science.
  4. Facilitate regional targeted skills groups with identified school districts across Western New York to address issues related to instruction of students with disabilities.
  5. Work collaboratively with the Systems Change Facilitator and other WRPC staff to identify priorities, develop and implement a regional work plan using:
    • Data from the Individuals with Disabilities Education Act (IDEA) State Performance Plan Indicators
    • Student performance data from the NYSED School Report Card,
    • NYSED Blueprint for Improved Results for Students with Disabilities
    • Input from OSE Special Education Quality Assurance
    • Input from stakeholders
  6. Work collaboratively with Systems Change Facilitator, WRPC staff, Family and Community Engagement Center staff, Special Education Quality Assurance staff, and district teams to develop, implement, and progress monitor support plans with IDEA identified districts.
  7. Work collaboratively with the OSE designated Technical Assistance Provider (TAP) network as well as RPC staff within the region and across the state to provide regional professional development training and resources on identified topics.
  8. Collaborate with the regional Family and Community Engagement Centers to deliver training to families of students with disabilities to support student literacy.
  9. Complete and submit all required reports, data, and materials in the prescribed format and within the designated timeline
  10. Perform other duties as shall be assigned
Job Qualifications
  • Must hold a valid NYS teaching certification in any of the following:

    • Literacy, Special Education, Elementary Education, Secondary ELA or School Building/School District Leader

    • Preference given to Literacy and Special Education

  • Master's Degree and at least five years of prior experience involving literacy/instructional coaching, literacy/special education supports for students, and/or supervision of instructional staff

  • Applicant must have prior experience in providing professional development and/or meeting facilitation
