Job Responsibilities:
The Manager of the Erie 1 BOCES Consortiums is responsible for the operational, contractual, and financial management of the three statewide consortiums administered by Erie 1 BOCES. This role supports all 37 BOCES and 12 RICs across New York State and oversees hundreds of consortium products. The Manager provides leadership for budgeting, participation tracking, documentation, vendor renewals, and statewide training coordination. The position works closely with the Director, Instructional Technology, Research & Innovation to develop, release, and award annual RFPs and to negotiate Master License Service Agreements. The Manager also provides administrative leadership for consortium initiatives and the Student Data Privacy Consortium (SDPC), including serving as an administrator for the SDPC system. This role ensures the accuracy, consistency, and compliance necessary for the long-term sustainability and effective operation of the statewide consortiums.
Specific Responsibilities:
1. Oversees all daily operational, contractual, and financial aspects of the three statewide consortiums, supporting all participating BOCES and RICs
2. Manages consortium budgets, including monitoring expenditures, forecasting needs, and ensuring accurate fiscal oversight
3. Maintains consortium documentation and records, including SharePoint sites, Board resolutions, Master License Service Agreements, and vendor participation files
4. Leads and manages the annual renewal process for all consortium vendors and all participating BOCES statewide, including the WNYRIC renewals for CSLO, Distance Learning, and Media Services
5. Collaborates with Director, Instructional Technology, Research and Innovation to develop, release, evaluate, and award annual RFPs, typically resulting in 30–60 awards per year
6. Assists with the negotiation of high-level vendor agreements, including statewide Master License Service Agreements and related contract documents
7. Supports initiatives across the consortiums and participates in the approval of annual statewide pricing
8. Serves as an administrator for the Student Data Privacy Consortium (SDPC) system on behalf of the statewide consortiums and works closely with Director, Instructional Technology, Research and Innovation, TEC, and A4L to ensure compliance with student data privacy requirements
9. Provides direct supervision to two Training Coordinators
10. Oversees consortium participation for Services within the WNYRIC region
11. Ensures accuracy, consistency, and compliance in all consortium processes, promoting long-term sustainability and growth of statewide services
12. Other duties may be assigned that are relevant to the civil service job description for this title.
Minimum Civil Service Qualifications:
There is no civil service examination required for this position for the duration of the NY HELPS Program. Candidates must meet the minimum civil service qualifications for a NY HELPS appointment as follows:
A) Master's degree plus 4 years teaching/training experience in an education setting, 2 years of which are in a supervisory capacity involving hiring and evaluation of staff; or;
B) Bachelor's degree plays 7 years of teaching/training experience in educational setting and 4 years experience in a supervisory capacity involving hiring and evaluation of staff; or;
C) An equivalent combination of training or experience as defined by the limits of (A), (B), and (C).
Additional Qualifications:
- Strong organizational and project-management skills with the ability to balance multiple priorities
- Excellent written and verbal communication skills
- Experience working with contracts, budgeting, or program administration preferred
- Ability to interpret and manage contract terms, pricing, and documentation accurately
- Demonstrated ability to build positive working relationships with internal teams, vendors, and external partners
- Knowledge of educational technology services, consortium models, or BOCES/RIC operations is a plus
- Comfort working with data privacy concepts, including NY Education Law 2-d
- Supervisory or team-leadership experience preferred
- Strong attention to detail, follow-through, and customer service orientation
- Proficiency with Microsoft Office and Google; experience with SharePoint, ServiceNow, and DocuSign is helpful
- Ability to work collaboratively in a fast-paced, team-based environment
