The Manager of Health, Safety, and Risk Management continually assesses the quality, utility, and effectiveness of the Health, Safety and Risk Management department’s services to customers; Works with state and federal agencies to stay abreast of current and amended laws, rules and regulations as they relate to Risk Management; Recruits, assesses, interviews and recommends consultants as needed to meet the program’s and member school district’s needs; Recommends candidates for positions within the department; Supervises and periodically evaluates employees’ performance; Oversees risk management training and instruction services to member school districts; Works with local education agencies to implement standardized health and safety regulations; Assists member school districts with obtaining related grants and manage grants once received; Analyzes district participation and other revenues and expenditures regularly; Develops pricing for services in consultation with the Division Director and/or Assistant Division Director; Manages the Health, Safety and Risk Management program services budget.

General Responsibilities:

The Manager of Health, Safety and Risk Management is responsible for the planning, administration and delivery of all phases of the program to school district clients to meet their health and safety needs. These phases include: program and service planning, general program management services, personnel management, fiscal management and community cooperation. The Manager’s overarching responsibility is to ensure that the Health, Safety and Risk Management program evolves to meet the needs of school district clients through continual assessment of the quality, utility and effectiveness of the department’s services.

Job Responsibilities:

Supervision

  1. Directly supervise all personnel in the Health, Safety and Risk Management department.
  2. Prepare and distribute assignments and responsibilities to department personnel.
  3. Coach, supervise and evaluate all personnel to ensure that staff are meeting their responsibilities and commitments to school district clients.
  4. Evaluate, recommend, and select candidates for positions in the Health, Safety and Risk Management department.
  5. Recruit, assess, interview and recommend appointment of consultants, as needed, to meet program and school district needs.

Planning

  1. Prepare planning documents in the Health, Safety and Risk Management program areas for component school districts.
  2. Work directly with state and federal agencies associated with health, safety, emergency planning and risk management to stay abreast of current/amended laws and regulations.
  3. Meet periodically with school districts to evaluate existing programs, assess evolving needs, and provide consulting services.
  4. Prepare and disseminate information to department personnel for use in BOCES and component districts.
  5. Provide leadership in establishing new and/or improved programs.
  6. Act as BOCES Risk Management liaison officer with related New York State Education Departments.
  7. Analyze and identify areas of health and safety hazards to reduce the district's risk exposure.
  8. Perform industrial hygiene services and conduct related surveys.

General Program Management

  1. Oversee training and instruction services for component school district personnel.
  2. Evaluate existing programs, recommend additions, changes and/or deletions.
  3. Serve as administrative liaison on county and state related safety committees/councils and school district self-insurance committees.
  4. Work with local educational agencies administrative personnel to assist with implementing standardized health and safety regulations.
  5. Provide leadership skills in the areas of health and safety. Convene regional meetings with school districts.
  6. Assist participating agencies to obtain related grants and manages grants.
  7. Provide consultation to the designated AHERA compliance officer.
  8. Provide planning support for district safety committees.
  9. Provide training and information to Boards of Education regarding various health and safety topics.

Fiscal Management

  1. Coordinate requests for Health, Safety and Risk Management services after initial participation forms are submitted.
  2. Manage the Health, Safety and Risk Management program services’ budget.
  3. Prepare special project service agreements.
  4. Initiate and sign all program purchases.
  5. Other duties may be assigned that are relevant to the civil service job description for this title.

Job Qualifications

Minimum Civil Service Qualifications:

There is no civil service examination required for this position for the duration of the NY HELPS Program. Candidates must meet the minimum civil service qualifications for a NY HELPS appointment as follows:

A) Possession of a Master’s degree** and four (4) years of occupational safety and health or environmental health or risk management program experience, two (2) years of which involved management or supervisory experience; OR

B) Possession of a Bachelor’s degree** and six (6) years of occupational safety and health or environmental health or risk management program experience, two (2) years of which involved management or supervisory experience.

**Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency.

Additional Qualifications:

  • Experience working in a BOCES, school district, or other public-sector educational environment.
  • Experience supervising staff and managing complex programs or services.
  • Experience with budget development, fiscal management, and/or grant administration.
  • Strong knowledge of occupational safety, environmental health, and risk management principles and regulations.
