Job Responsibilities:

GENERAL RESPONSIBILITIES:
The IT Manager provides strategic and operational leadership for the Erie 1 BOCES technology environment, ensuring coordination, consistency, and alignment of technology implementation across the organization’s three primary service areas: Administration and Operations, Instruction, and Technology/WNYRIC.

This position serves as the primary internal technology owner and liaison for infrastructure, systems, enterprise applications, and service delivery. The IT Manager works collaboratively with organizational leadership and meets regularly with the WNYRIC Managed Services team and other WNYRIC technical teams to provide guidance, align priorities, and coordinate technology initiatives supporting Erie 1 BOCES programs and operations.

While WNYRIC teams support implementation and day-to-day technical execution, this role retains internal ownership of technology direction, standards, prioritization, and service outcomes, ensuring that all technology solutions are implemented consistently and in alignment with Erie 1 BOCES goals as directed by ELT.

Important distinction: This role supports data governance activities from a technical implementation standpoint but does not lead the data governance program or perform regulatory, investigative, or compliance duties owned by the Data Protection Officer.

SPECIFIC DUTIES:
Leadership & Strategic Planning

• Develop and maintain a long-range technology vision that promotes organizational consistency, system reliability, scalability, and modernization.
• Guide planning for infrastructure, enterprise systems, data architecture, and cloud services in alignment with Erie 1 BOCES strategic priorities.
• Ensure technology initiatives are coordinated across administrative, instructional, and operational programs, avoiding duplication and fragmentation.

Technology Infrastructure & Operations
Serve as the internal owner of infrastructure and operations strategy, including network, server, cloud, and endpoint environments.
• Meet regularly with WNYRIC managed services and technical teams to:

  • Review system performance, capacity, risks, and operational needs
  • Discuss recommendations aligned with Erie 1 BOCES priorities
  • Coordinate implementation timelines and service expectations

Direct identity management frameworks and access architecture in alignment with standards established by privacy and security leadership.
Maintain system documentation, architecture diagrams, and inventories required for operational continuity and compliance support.
Supervise E1B Tech Support Team (Internal)

Application, Data, & Integration Services
• Coordinates with internal program and services with the investigation and implementation and direction for enterprise applications, system integrations, and
custom development efforts. (Internal applications only)
• Coordinate with WNYRIC and internal stakeholders to ensure application and data systems support instructional, administrative, and reporting needs.
• Assist with the technical aspects of data architecture, including system-to-system integrations and data flows, while supporting governance standards established by
designated leaders.
• Work with Erie 1 BOCES Data Protection Officer to ensure compliance with 2-D privacy regulations.

Technical Support & Service Management
Establish internal service expectations, priorities, and escalation protocols for technology support for all three areas and throughout all the facilities that Erie 1
BOCES owns or leases.
• Coordinate with Erie 1 BOCES Tech Support (Internal Help Desk) and WNYRIC teams to ensure responsive, customer-focused service delivery aligned with Erie 1
BOCES standards.
• Retain accountability for service outcomes, issue resolution, and alignment with organizational expectations.

Business, Vendor, & Project Management
• Lead technology procurement planning, RFP processes, and vendor oversight in coordination with WNYRIC and internal stakeholders. This would include working
with WNYRIC to manage E-Rate applications and purchases for the organization.
• Manage internal technology budgets, resource planning, and project prioritization.
• Direct cross-departmental technology initiatives to ensure consistent implementation and organizational alignment.

Personnel & Organizational Development
• Lead and develop internal technical staff, fostering collaboration, accountability, and service excellence.
• Promote cross-training, shared ownership, and coordination between Erie 1 BOCES staff and WNYRIC teams.
• Support the evolution of technology function as organizational complexity and scope increase.
• Support internal professional development activities related to the use of or the implementation of various technologies.

Collaboration & Governance
• Serve as the central point of coordination between Erie 1 BOCES leadership, internal departments, instructional teams, and WNYRIC.
• Facilitate and lead both the Administrative Technology Steering Committee and the Instructional Technology Steering Committee to promote consistency, transparency, and coordinated decision-making across the organization.
• Partner with the Data Protection Officer by providing technical insight and documentation, without assuming regulatory or compliance authority.

Other Duties
Performs other duties as assigned by the Executive Director, Administrative Services & Operations that are relevant to the civil service job description for this title.

Training & Application Support Manager (NY HELPS)
Job Qualifications

Minimum Civil Service Qualifications:

There is no civil service examination required for this position for the duration of the NY HELPS Program. Candidates must meet the minimum civil service qualifications for a NY HELPS appointment as follows:

A) Master's degree plus 4 years teaching/training experience in an education setting, 2 years of which are in a supervisory capacity involving hiring and evaluation of staff; or;

B) Bachelor's degree plus 7 years of teaching/training experience in educational setting and 4 years experience in a supervisory capacity involving hiring and evaluation of staff; or;

C) An equivalent combination of training or experience as defined by the limits of (A), (B), and (C).

Additional Qualifications:

  • Experience coordinating technology initiatives across multiple departments, facilities, or organizational functions.
