Job Responsibilities:
The work involves assisting in performing various activities in the areas of benefit administration and onboarding. Benefit administration includes, for employees and retirees, coordinating and communicating benefit plans, maintaining accurate enrollment records, and reconciling monthly invoices from vendors. Onboarding will include assisting in the creation and implementation of an onboarding process. Work is performed under the direct supervision of the Human Resources Coordinator. Supervision is not a function of this position. Does related work as required.
- Assists in reviewing documentation to process benefit applications, enrollments and qualifying changes; submits to third-party administrators.
- Provides explanation of benefits to employees and retirees including; health, dental, life, flexible spending, COBRA, deferred compensation, retirement
- Performs various calculations including premium calculations and payroll deductions; communicates premium payment obligations to employees and retirees;
- Prepares and maintains detailed databases and or spreadsheets to track benefit submissions and payments into benefit plans for retirees and employees.
- Assists in the development and implementation of communication campaigns for benefit-related activities such as Open Enrollment, Benefit Fairs, and wellness activities; assists in the coordination and participates in benefit-related events.
- Assists in the annual rollover of employee records, generates reports, reviews compensation and benefit allocations for accuracy in accordance with collective bargaining agreements.
- Assists in the processing of various employment transactions utilizing paper forms or electronically submitted; collaborates with applicable staff on matters of HRIS capabilities
- Assists by serving as liaison to Finance Services for benefit-related matters.
- Reviews and reconciles invoices from insurance vendors with employee deductions.
- Assists in the development and coordination of the onboarding process. Works with appropriate staff and HRIS to complete all aspects of onboarding.
- Participates in reviewing, revising, developing and maintaining benefit-related policies and procedures.
- May assist in the performance of audits to ensure accuracy and compliance with organizational policies and collective bargaining agreements

- Job Qualifications
Minimum Civil Service Qualifications:
A) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree and two (2) years of professional personnel experience; or;
B) Graduation from a regionally accredited or New York State registered college or university with an Associate’s Degree and four (4) years of professional personnel experience; or;
C) An equivalent combination of training and experience as defined by the limits of (A) and (B).
Additional Qualifications:
- Must take upcoming Erie County Civil Service exam for Benefits and Onboarding Specialist once announced
- Good knowledge of the principles and practices of office management
- Ability to operate an automated database
- Ability to deal with the public
- Ability to communicate both orally and in writing
- Ability to establish and maintain effective working relationships with others; Initiative
