Job Responsibilities:
Director of Facilities II is responsible for planning, organizing, and directing the custodial and maintenance activities of a school district facilities department. Although certain activities are performed in the office, on occasion you could be required to perform maintenance, repair, and cleaning related tasks and activities, which may be performed indoors or outdoors under adverse working conditions. This position differs from Director of Facilities I in that a Director of Facilities II has a greater scope of responsibility and is typically responsible for the supervision of more than one unit. Supervision is exercised over the work of custodial and maintenance staff and, where applicable, employees of the transportation department or those responsible for building safety and security. This position differs from a Director of Facilities III in that this position is not primarily administrative in nature. The work is performed under general supervision of The Director of Facilities III. Supervision is exercised over the work of subordinate staff directly and indirectly through subordinate supervisors.
- Directly supervises Head Custodians, indirectly supervises custodial staff through subordinate supervisors. When required, assist Director of Facilities III with supervision of Maintenance team who are usually supervised by Director of Facilities III.
- Occasionally performs hands-on maintenance, repair or custodial tasks.
- Assigns, schedules, and inspects work performed by custodial and maintenance staff to ensure quality, efficiency, and compliance with district standards.
- Completely manages and enforces the preventive maintenance program for all buildings, grounds, and equipment. This will include making suggestions to Director of Facilities III when improvements can be made to the PM software and programs.
- Conducts regular inspections of school facilities to identify maintenance needs, safety concerns, and code compliance issues.
- Ensures proper operation and inspection of HVAC, plumbing, electrical, fire alarm, security, lighting, and life-safety systems.
- Supervises repairs, renovations, and minor capital improvement projects.
- Serves as on-site liaison with contractors, vendors, and service providers, and inspects contracted work for compliance with specifications and codes. Provides reports for all activity to Director of Facilities III
- Assists Director of Facilities III in the development and monitoring of departmental budgets, including forecasting supply, equipment, and staffing needs.
- Reviews and approves purchase requisitions for supplies, materials, tools, and equipment within delegated authority.
- Ensures compliance with OSHA, NYSED, NYS Building Code, fire safety, environmental, and health regulations.
- Coordinates building access, security protocols, and emergency response procedures in collaboration with administration.
- Maintains records and prepares reports related to maintenance activities, inspections, work orders, and regulatory compliance.
- Participates in the hiring, training, evaluation, and discipline of facilities staff that are under direct supervision.
- Establishes and enforces work schedules, overtime assignments, and leave usage in accordance with labor agreements and district policy.
- Assist Director of Facilities III coordinating staff training and in-service programs related to safety, equipment use, and custodial/maintenance practices.
- Responds to facility-related concerns from administrators, staff, and the public.
- May assist senior administration with capital planning discussions and facilities assessments.
- Provide operational leadership
- Assist Director of Facilities III when asked in creating policy
- Other duties may be assigned that are relevant to the civil service job description for this title.
Minimum Civil Service Qualifications:
Must be reachable on the current Director of Facilities II civil service list 26-897, or; Must meet minimum qualifications for a provisional appointment as follows:
Graduation from high school or possession of a high school equivalency diploma and one of the following:
(A) A Bachelor’s or higher-level degree in School Facilities Management, Engineering, Engineering Technology, Building Construction Technology and two years of experience in school facilities maintenance, general building construction, building maintenance or repair work in two or more of the skilled trades*, which included two years of supervisory experience; or
(B) An Associate’s or higher-level degree in School Facilities Management, Engineering, Engineering Technology, Building Construction Technology and four years of experience in school facilities maintenance, general building construction, building maintenance or repair work in two or more of the skilled trades*, which included two years of supervisory experience; or
(C) Six years of experience in school facilities maintenance, general building construction, building maintenance or repair work in more than one of the skilled trades such, which included two years of supervisory experience.
*Skilled trades would include journey level experience as a carpenter, electrician, mason, plumber or heating, ventilating and air conditioning installers.
Non-Qualifying Experience: Experience limited to building cleaning is not qualifying. Building cleaning is defined as activities primarily involving a variety of inside and outside building cleaning activities including, but not limited to, washing walls and windows, polishing floors, cleaning restrooms, disposing of refuse.
SPECIAL REQUIREMENT:
Possession of a valid New York State driver’s license and certificates appropriate to the vehicles, equipment and/or machinery operated at time of appointment or during the course of employment consistent with the needs of the School District.
