We are seeking an experienced, service-driven leader to join our Technology Services team as Manager, Application Support and Training Services. This role provides strategic and operational leadership for application support and professional development services that support the administrative and financial system needs of regional K-12 school districts.
The successful candidate will lead application support and training teams, partner closely with school district leaders, and help shape the future of business office application services across the region.
Job Responsibilities:
The Manager, Application Support and Training Services provides leadership, consultation, and professional development services to meet the administrative application system needs of component school districts within the WNYRIC region. This position directs multiple service teams, including school business office finance systems, and other application training and support teams as assigned. The Manager assists the Senior Manager in the management and development of staff; guidance of systemic processes supporting school district operations; exploration and development of future services; promotion of effective internal and external communication; and development, monitoring, and management of budgets for assigned services.
Specific Responsibilities:
- Staffing and Supervision
- Recommends staffing levels and assignments to the Director.
- Provides leadership during the hiring process.
- Supervises (by setting achievable and verifiable short-term goals and monitoring accomplishments) and evaluates all classified staff who report directly to the Manager.
- Promotes the establishment of career development plans, monitored during the yearly evaluation process or more frequently.
- Seeks educational opportunities for his/her team to further their professional development growth.
- Services
- Assesses, analyses and defines emerging customer needs.
- Leads research and development efforts to meet identified needs.
- Guides school district decision-makers in efficient use of RIC services.
- Offers administrative consultation services on best practices and compliance with local, state, federal and SED rules and regulations.
- Internal and External Communication
- Promotes the division’s vision for good customer service.
- Develops appropriate channels of communication, which frequently involve other teams and/or divisions within BOCES, not only to deliver services in new settings and in new ways, but also to respond to problems that arise in delivery of existing services.
- Promotes a web presence that not only informs, but also assists in service delivery.
- Facilitates electronic communication using all appropriate technologies.
- Budget
- Analyzes revenues and expenditures on an ongoing basis to provide rationale for budget recommendations.
- Tracks district budget codes to ensure proper project billing and vendor payments.
- Develops service pricing models based on cost accounting analysis.
- Other
- Promotes and ensures an ongoing and effective focus on customer service.
- Serves as a member of the WNYRIC Management Team.
- Other duties may be assigned that are relevant to the civil service job description for this title.

- Job Qualifications
Minimum Civil Service Qualifications:
There is no civil service examination required for this position for the duration of the NY HELPS Program. Candidates must meet the minimum civil service qualifications for a NY HELPS appointment as follows:
A) Master's degree plus 4 years teaching/training experience in an education setting, 2 years of which are in a supervisory capacity involving hiring and evaluation of staff; or;
B) Bachelor's degree plus 7 years of teaching/training experience in educational setting and 4 years experience in a supervisory capacity involving hiring and evaluation of staff; or;
C) An equivalent combination of training or experience as defined by the limits of (A), (B), and (C).
Additional Qualifications:
- Proven leadership experience in application support, training, or educational technology services.
- Strong understanding of public school business operations and/or enterprise administrative systems.
- Experience supervising staff, supporting professional growth, and managing performance through clear goals.
- Ability to communicate effectively with a wide range of stakeholders, including district leadership, business officials, vendors, and technical staff.
- Demonstrated strengths in service design, customer service, and process improvement.
- Experience with budgeting, service pricing, or cost accounting in a service-based organization is preferred.
