Job Responsibilities:
The Executive Director serves on the District Superintendent’s Executive Leadership Team and is directly responsible to the District Superintendent. The Executive Director oversees the WNYRIC team, fostering a culture of innovation, performance, and continuous improvement. Primary responsibilities include oversite of the evaluation and adoption of emerging technologies (e.g. artificial intelligence, cloud computing) to enhance public services and RIC operations, administration and supervision of all RIC CoSers and technology infrastructure. The leadership responsibilities encompass the implementation of the NY Inspires/Portrait of a Graduate initiatives, the development of the Data Governance program for Erie 1 BOCES and the WNYRIC, the coordination of interdivisional instructional initiatives, and the facilitation of relevant interdivisional service offerings for component districts, charter schools, and non-public institutions. The Executive Director will directly oversee the CyberSecurity team and RIC Business unit, School Library Systems, Library Automation,  and work to establish and enforce technology standards, data security policies, and cybersecurity protocols in compliance with federal and state laws and regulations. 

Planning:

  1. Directs the development/enhancement of technology infrastructure and cybersecurity, ensuring compliance with federal and state regulations and safeguarding sensitive data. Responsibilities include managing the security of technical systems, leading incident response, developing strategic policies, and collaborating with executive leadership on budgetary, personnel, and organizational technology needs. 
  2. Oversees WNYRIC teams in administrative services applications, business operations, data protection and cybersecurity, data services, eCommunication, network services and technology support, student information systems and other assigned areas to ensure secure and effective support for all districts. Directly supervises RIC Director as well as other Directors on the WNYRIC team.

  3. Collaborates in the development and implementation of a research-based Data Governance framework for Erie 1 BOCES and WNYRIC.

  4. Directs and supports the implementation of network infrastructure to support the WNYRIC broadband network, WNYRIC Internet access, communication pathways, including network disaster recovery planning, documentation and testing.
     
  5. Promotes strategic relationships between internal resources and external entities, including government, vendors, and partnership organizations ensuring systemic initiatives align with organizational and district needs.
     
  6. Oversees all WNYRIC CoSers, federal and state grants, and state related reporting, including but not limited to the creation and implementation of the 793 plan as required by NYS Education Law.
     
  7. Serves as representative and assures proper representation of the Western New York Regional Information Center in national, statewide, and regional settings.  
  8. Coordinates planning with staff and advisory groups.

Personnel Management:

  1. Leads the WNYRIC through strategic, administrative and regulatory functions, with a focus on merit-based hiring, performance management and compliance with NY Education and Civil Service laws. Collaboration with the General Counsel on the development of personnel policies, evaluation of fair compensation, facilitating training, managing employee relations and fostering a productive, ethical work environment.
     
  2. Supervises and evaluates designated staff — acknowledging accomplishments, fostering growth to help employees reach their fullest potential, and addressing performance deficiencies with constructive feedback as appropriate.
     
  3. Sets and articulates definitive work standards and expectations; acknowledges the value of direct communication and appropriately addresses feedback from staff.
     
  4. Builds trust, good morale and cooperation within the team; provides mentorship to staff and fosters the development of leadership qualities as appropriate.

Program Management:

  1. Collaborates with other members of the Office of the District Superintendent to create/revise and implement organizational initiatives/policies/regulations.
     
  2. Exhibits excellent project and contract management abilities by clearly defining outcomes, considering stakeholder requirements, and consistently delivering results on schedule, within budget and in alignment with established standards.
     
  3. Maintains continuing knowledge in program areas relative to areas of responsibility.
     
  4. Offers leadership and guidance in developing innovative or enhanced programs and services for the WNYRIC, working cooperatively with WNYRIC division leaders.

Fiscal Management:

  1. Reviews annual budgets and recommends changes in budgeting strategies to the Business Administrator and Finance Department of Erie 1 BOCES.
     
  2. Collaborates with Executive Director, Administration and Operations, the Business Administrator, Finance Department and other staff in the finance and budgeting area to identify service opportunities throughout the WNYRIC and facilitate ongoing collaboration/guidance to Managers/Supervisors for improvements or financial decision-making.
     
  3. Collaborates with the Executive Leadership Team and the Director of Human Resources to conduct comprehensive, data-driven staffing assessments—reviewing current team performance, workload and efficiency — to identify skill gaps and execute hiring or restructuring plans that eliminate inefficiencies and maximize productivity. 
     
  4. Oversees the development of proposals for regional, state and federal grants to meet the needs of the school districts across the WNYRIC region.

Miscellaneous Duties:

  1. Represents the District Superintendent in all matters related to the above-mentioned responsibilities, including but not limited to technology services, network infrastructure, and cybersecurity with component and non-component districts, statewide and regional groups as requested.
     
  2. Assumes other duties as assigned by the District Superintendent.

Job Responsibilities:
The Assistant Superintendent serves on the District Superintendent’s Executive Leadership Team and is directly responsible to the District Superintendent. The primary responsibility is the administration and supervision of Instructional Technology Resources and Administrative CoSers, Erie 1 BOCES Professional Learning including Data Warehouse, School Support Services, Regional Bilingual Education Resource Network (“RBERN”), West Regional Partnership Center (“RPC”) and Distance Learning. The leadership responsibilities encompass the implementation of the NY Inspires/Portrait of a Graduate initiatives, the development of the Data Governance program for Erie 1 BOCES and the WNYRIC, the coordination of interdivisional instructional initiatives, and the facilitation of relevant interdivisional service offerings for component districts, charter schools, and non-public institutions. The Assistant Superintendent will coordinate Erie 1 BOCES’ efforts in any projects relating to Buffalo Public Schools or districts that have local assistance plans.

Planning:

  1. Supervises the Instructional and Administrative Technology Services programs, School Support Services, Data Warehouse and other areas as assigned.
  2. Oversees or delegates key personnel for strategic reform projects like NY Inspires/Portrait of a Graduate.

  3. Collaborates in the development and implementation of a research-based Data Governance framework for Erie 1 BOCES and WNYRIC.
     
  4. Manages all professional learning CoSers and grants for Erie 1 BOCES component districts, charters and non-publics.
     
  5. Oversees and coordinates professional learning opportunities for districts, and assigns staff to serve on the Erie 1 BOCES committee responsible for determining approved hours.
     
  6. Oversees and advances teacher and administrator pipeline initiatives by establishing and nurturing partnerships with institutions of higher education, non-public and charter schools, as well as various agencies.
     
  7. Serves as representative and assures proper representation of Erie 1 BOCES in national, statewide, and regional settings.  
     
  8. Coordinates planning with staff and advisory groups.

  2. Cooperates with agencies, organizations, professional personnel and outside consultants in securing and providing necessary services to client school districts and BOCES staff.
     
  3. Assumes other duties as assigned by the District Superintendent.


Miscellaneous Duties:

  1. Represents the District Superintendent in matters involving BOCES with component districts, charters or statewide groups as requested.
     
  2. Serves as liaison representative for a variety of state and regional network groups.
